Priorities

Assignment

There are six different assignments for the first part of this round of work. Two teams have the same assignment. The second part of the round, they share this assignment:

Context

This round of work is designed to develop a synthesis of the work completed in the previous round.

Objective

Develop a synthesized statement of the priorities for each focus area to help meet the needs and goals throughout the state of Nebraska.

Process

Combined Group Activity

Your group will join together with another group that has worked on the same topic for this last round of work.

Step 1:  Develop a single model that integrates the work of both groups and be prepared to report the results of your work to everyone else.

Group 1 will join with Group 3
Group 2 will join with Group 4
Group 5 will join with Group 7
Group 6 will join with Group 8
Group 9 will join with Group 11
Group 10 will join with Group 12

Step 2:  Brainstorm a list of action steps that would contribute to the fulfillment of your vision.

Step 3:  Identify the top 3 priority Action Steps.

As we move forward with our work throughout the state it will be valuable for us to have a statement that articulates our priorities for Workforce Development.

Objective

Develop a statement of the priorities for Workforce Development.

Process

Your group is responsible for developing a statement of priorities fopr Workforce Development that incorporates what you know about current initiatives and takes into account the issues we have discussed and the work we have accomplished today.

Use the following questions to help develop your statement:

  • What is needed in the State of Nebraska to grow the economy?
  • What do we need to do in the State of Nebraska to have a workforce that is prepared to support economic growth?
  • What principles should guide this work?
  • What infrastructure, policies and partnerships do we need to implement and develop in Nebraska to support our economic development efforts?
  • What are our workforce development priorities?

We each took a little different route. Job growth of highly skilled workers needs to raise the standards. We need to get the governor and legislative support in order to really make the changes we want. We need to education the parents in our communities. How do we market and promote the current success of Nebraska businesses. We need to build collaboration between business and industry as well as looking at whether or not we need to restructure our education system.

Teams 6 & 8 Education

Context

As we move forward with our work throughout the state it will be valuable for us to have a statement that articulates our priorities for Education, the Education System, and the Department of Education.

Objective

Develop a statement of the priorities for Education throughout the state of Nebraska.

Process

Small Group Activity

Your group is responsible for developing a statement of education system and Department of Education priorities that incorporates what you know about current initiatives, as well as the fact of the Perkins Grant, and takes into account the work we have accomplished today.

Use the following questions to help develop your statement:

  • Where do we want education, including career education, to go to support the economic and workforce needs in the state?
  • What would schools look like if they were meeting the goals and needs of economic development and workforce development in Nebraska?
  • How do we create seamless pathways between education and work?
  • Where does education need the private sector to partner in the education process?
  • What are the priorities for spending the Perkins Grant money (about $45 million over 6 years) to achieve the workforce development and economic development goals?

We tried to do some prioritization and I don’t think we finished. We looked at collaboration between business and industry for students and teachers. We want to expose them to more educational opportunities. We want a program in lifelong learning. We want to change a few things, like the school year, and teacher certification. We know we can’t put students into manufacturing situations until they’re 18, but maybe we can change some of that legislation. We did talk a fair amount of the collaboration. Is it industry going to education or vice versa? How can we make it more of a partnership?

Teams 10 & 12 Partnerships

Context

As we move forward with our work throughout the state it will be valuable for us to have a statement that articulates our priorities for Partnerships.

Objective

Develop a statement of the priorities for Partnership Development throughout the state of Nebraska.

Process

Small Group Activity

Your group is responsible for developing a statement of partnership development priorities that incorporates what you know about current initiatives and takes into account the work we have accomplished today.

Use the graphic model provided along with the following questions to stimulate your dialog:

  • Where are the partnership priorities we need to support the economic, workforce and education needs in the state?
  • What are the necessary partnerships between all agencies to accomplish our goals for education, workforce development and economic development?
  • What policies are needed at the state level to help in eliminating policy barriers to these partnerships?
  • What are the barriers to partnering that we can remove with policies, legislation, or just doing it?

All our suggestions are anonymous.(laughter) We came up with four priorities. We want to come up with a needs assessment which would drive the reason for partnerships. We also want to assess effectiveness of partnerships so we can focus on which ones are working and which are not. We talked about technology and the priority of developing technology resources. We want an action plan that supports incentives that support business and industry.

Context

Objective

Develop a statement of the priorities for Employers.

Process

Your group is responsible for developing a statement of economic development priorities that incorporates what you know about current initiatives and takes into account the work we have accomplished today.

Use the following questions to help develop your statement:

  • What do we need to do in the State of Nebraska to grow the economy?
  • What are the right principles and strategies for us to apply to support employers in growing the economy?
  • What infrastructure, policies and partnerships do we need in Nebraska to support our economic development efforts?
  • What are the specific priorities of employers?

We focused on the priorities of employers to support economic growth in the state. We did brainstorming on action steps that moved us toward our vision. There was a lot of discussion around change, the need for collaboration and how to make the change happen. The next prioritiy was around the technology infrastructure. The next one is about promotion. We need to build awareness about what we already have and what needs to go on.

Teams 9 & 11 Policy

Context

As we move forward with our work throughout the state it will be valuable for us to have a statement that articulates our priorities for Policy Development.

Objective

Develop a statement of the priorities for Policy Development throughout the state of Nebraska.

Process

Your group is responsible for developing a statement of policy development priorities that incorporates what you know about current laws, policies and statewide initiatives and takes into account the work we have accomplished today.

Use the following questions to help develop your statement:

  • Where do we want policy development to go to support the economic and workforce needs in the state?
  • What policies are needed at the state level to help in eliminating policy barriers to the collaboration?
  • What are the barriers to partnering that we can remove with policies, legislation, etc.?
  • What are our policy priorities?

We would create policies that are supportive of collaboration, career awareness, skills and knowledge, things that drove the P20 system. We want to do some creative things. Right now the policies are focused on procedures and we want to find a way to balance it on things that are focused on outcomes. We also need to acquire the adequate resources to do what we need.

We want to design policies that drive larger forums of discussion in creating policies as decisions are made or implemented. We thought we should start with assessing the current policies. We want to identify the barriers and design policy alternatives. We want to also get buy-in and drive the understanding for the need for change.

Teams 1 & 3 Manifesto for Change

Context

As we move forward with our work throughout the state it will be valuable for us to have a statement that articulates what we are doing and why – a Manifesto for Change.

Objective

Develop a manifesto that describes the changes we need to make.

Process

Small Group Activity

Your group is responsible for developing a Manifesto for Change. This Manifesto will articulate the needs, explain why change is needed, and define the principles that guide the change effort.

Use the following questions to help develop your Manifesto:

  • What are the current conditions in the State of Nebraska that indicate to us that change is needed?
  • What should we do to address these needs?
  • What are the guiding principles for our work to help Nebraskans learn, earn and live well today and better in the future?
  • What should our priorities be?

After you are finished you will have an opportunity to share your work.

 

We combined our lists, including aging workforce and technology gaps. We have a new word, which is coopetition. We want to create opportunities that are a win-win for various parts of the state. We want to create incentives that increase our workforce. This kind of fits into a legislative issue. Because we have a marketing campaign which has come up in every round of work, we created a manifesto that will go out to everyone.

Comments Michael: Are you ready to do this?

  • Yes.

Michael: Is there anything that would stop you from going out and doing this right now?

  • This is an amazing group of people. I feel lucky to have participated.
  • I think this helps to validate what FutureForce has done already. This is taking it up a level and I feel like we’re on the right track.
  • How are we going to keep this momentum?
  • It was a short meeting.
  • Every time I’ve done this, it seems like a backpacking trip. It’s a long day, but it’s so satisfying.
